Admission of Foreign Applicants and Stateless Persons for the 2026–2027 Academic Year
SPECIFIC ADMISSION PROCEDURES
FOR FOREIGN APPLICANTS AND STATELESS PERSONS
FOR THE 2026–2027 ACADEMIC YEAR
Admission of foreign citizens and stateless persons to higher education programmes at Dragomanov Ukrainian State University is carried out in accordance with the Laws of Ukraine “On Higher Education”, “On the Legal Status of Foreigners and Stateless Persons”, “On Ukrainians Abroad”, “On Refugees and Persons in Need of Additional or Temporary Protection”, “On the Establishment of Additional Legal and Social Guarantees for Citizens of the Republic of Poland Staying in the Territory of Ukraine”; Resolution of the Cabinet of Ministers of Ukraine No. 729 of 12 September 2018 “Issues of Higher Education for Certain Categories of Persons”; the Procedure for Organizing Admission to Vocational (Vocational and Technical), Professional Pre-Higher and Higher Education Institutions of Ukraine and the Training (Internship) of Foreigners and Stateless Persons through the Unified Interagency Information System of Ukraine for Foreigners and Stateless Persons Wishing to Study at Vocational (Vocational and Technical), Professional Pre-Higher and Higher Education Institutions of Ukraine, approved by Resolution of the Cabinet of Ministers of Ukraine No. 758 of 28 June 2024; Order of the Ministry of Education and Science of Ukraine No. 1541 of 1 November 2013 “Certain Issues of Organizing the Admission and Education (Internship) of Foreigners and Stateless Persons”, registered with the Ministry of Justice of Ukraine on 25 November 2013 under No. 2004/24536; and Order of the Ministry of Education and Science of Ukraine No. 1498 of 2 December 2019 “On Approval of the Procedure for Establishing Quotas for Higher Education of Foreigners and Stateless Persons within the State-Funded Admission Capacity in Accordance with International Treaties of Ukraine”, registered with the Ministry of Justice of Ukraine on 10 February 2020 under No. 153/34436.
Persons who are admitted to higher education programmes on the same basis as citizens of Ukraine may follow the admission procedure established for citizens of Ukraine and enjoy the right to obtain higher education free of charge in accordance with the legislation applicable to Ukrainian citizens.
Foreign citizens and stateless persons (including stateless persons who have applied for recognition as refugees, persons seeking protection in Ukraine and holding a certificate confirming their application for protection in Ukraine, the form of which was approved by Order of the Ministry of Internal Affairs of Ukraine No. 649 of 7 September 2011, registered with the Ministry of Justice of Ukraine on 5 October 2011 under No. 1146/19884) (hereinafter referred to as “foreign applicants”) may be admitted to higher education programmes at the expense of individuals and/or legal entities, unless otherwise provided by international treaties of Ukraine approved by the Verkhovna Rada of Ukraine, legislation of Ukraine, or agreements on international academic mobility concluded between higher education institutions.
Admission of foreign applicants to state-funded places is carried out within the quota established for foreign citizens. Such admission is based on referrals issued by the Ministry of Education and Science of Ukraine to applicants receiving state scholarships under international treaties, national programmes, or other international obligations of Ukraine, and to applicants recommended for admission by competent authorities or diplomatic missions of foreign states with which Ukraine has concluded relevant international agreements.
Ukrainians residing abroad whose status is confirmed by a Certificate of a Ukrainian Living Abroad (except for persons permanently residing in Ukraine) may be admitted to state-funded places within the quota established for foreign applicants.
Citizens of the Russian Federation, the Islamic Republic of Iran, the Republic of Belarus, and the Democratic People’s Republic of Korea who do not possess a permanent residence permit in Ukraine may be admitted only upon obtaining an individual authorization from the Ministry of Education and Science of Ukraine.
Citizens of the Russian Federation and the Republic of Belarus who defended the independence, sovereignty, and territorial integrity of Ukraine and have been granted combatant status in accordance with the Procedure for Granting and Revoking Combatant Status and the Status of a Person with a War-Related Disability to Foreign Citizens and Stateless Persons Who Defended the Independence, Sovereignty, and Territorial Integrity of Ukraine, approved by Resolution of the Cabinet of Ministers of Ukraine No. 719 of 18 June 2025, as well as their children, may be admitted without obtaining an individual authorization from the Ministry of Education and Science of Ukraine.
Admission of foreign applicants to higher education programmes (except for persons admitted on the same basis as citizens of Ukraine) is carried out only for accredited educational programmes.
Admission may be conducted in person and/or remotely. Admission of foreign applicants is carried out through the Unified Interagency Information System of Ukraine for Foreigners and Stateless Persons Seeking Admission to Vocational (Vocational and Technical), Professional Pre-Higher and Higher Education Institutions of Ukraine (hereinafter referred to as the “Unified System”), except for persons admitted on the same basis as citizens of Ukraine.
The validity period of an electronic invitation to study issued through the Unified System shall not exceed six months from the date on which the qualified electronic seal of the higher education institution or the qualified electronic signature of its authorized representative is affixed.
Foreign applicants may participate in the remote admission procedure provided that they have obtained an electronic invitation to study and have completed the authentication of their educational documents in their country of origin in accordance with the procedures officially applied in that country (consular legalization, including legalization by a diplomatic mission or consular office of Ukraine, or apostille certification for countries that are parties to the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents), except for documents issued in Ukraine.
For the purpose of organizing remote admission of foreign applicants, Dragomanov Ukrainian State University conducts applicant identification and entrance examinations in a remote format with mandatory video recording, including recording of the applicant’s device screen.
The video recording of the entrance examination shall be retained by the University for a period of five years following the examination. A link to the recording shall be entered into the Unified State Electronic Database on Education.
In the case of remote admission, a foreign applicant shall send legalized copies of previously obtained educational documents together with notarized translations into Ukrainian to the University by postal mail.
Upon the first entry into Ukraine and after arrival at the University, the applicant shall personally submit the original documents.
UNIVERSITY REQUIREMENTS FOR INTERNATIONAL APPLICANTS ARRIVING IN UKRAINE FOR STUDY PURPOSES:
Foreign citizens and stateless persons wishing to study at Dragomanov Ukrainian State University must comply with the requirements of the legislation of Ukraine governing the admission of foreign applicants, as well as with the University's Admission Rules.
Admission of foreign citizens and stateless persons is based on:
- possession of an educational qualification document at the appropriate level that entitles the holder to pursue further studies;
- successful completion of the required entrance examinations;
- compliance with the established application and document submission deadlines.
Foreign citizens and stateless persons may be admitted to the Preparatory Department for the study of the state language and/or the language of instruction, provided that they have completed full secondary education outside Ukraine or hold an equivalent educational qualification document granting access to higher education.
Upon successful completion of studies at the Preparatory Department, a foreign citizen or stateless person shall be awarded a Certificate of the established state-approved format.
Applicants for Bachelor's degree programmes must hold a certificate of complete secondary education or a Junior Specialist qualification (or an equivalent qualification recognized in accordance with applicable legislation).
Applicants for Master's degree programmes must hold a Bachelor's degree or a Specialist qualification.
Admission to advanced years of study (second and subsequent years) is carried out within the limits of available places under the licensed enrolment capacity for the relevant specialties (fields of study) in accordance with the approved List of Specialties (Fields of Study).
Dragomanov Ukrainian State University admits international students to advanced years of study through transfer and reinstatement procedures within the limits of available places under the licensed enrolment capacity, in accordance with the Regulations on the Transfer, Reinstatement, and Expulsion of Students of Dragomanov Ukrainian State University and the Granting of Academic Leave.
As a general rule, reinstatement of foreign students to all forms of study is permitted during examination periods, as well as during summer and winter vacations.
The transfer of international students from other higher education institutions in Ukraine to Dragomanov Ukrainian State University is carried out with the consent of both institutions. Transfers within the University are subject to the approval of the directors of educational and research institutes or the deans of the respective faculties.
Applications for transfer or reinstatement to the first year of a Bachelor's or Master's degree programme are not accepted.
Entrance examinations for international applicants are administered by the University's Admissions (Subject) Committee, with the possibility of using modern communication technologies and remote assessment tools.
Admission of foreign citizens and stateless persons to Dragomanov Ukrainian State University is based on the results of the entrance examination for international applicants, which may be conducted either in person or remotely (in the form of an interview), in accordance with Appendix 15 to these Admission Rules.
Examination results are assessed on a scale from 100 to 200 points for each subject.
Admission to study at Dragomanov Ukrainian State University at the expense of individuals and/or legal entities is carried out on the basis of recommendations made by the Admissions Committee following the results of the entrance examinations.
Applicants submitting a qualification or degree certificate obtained abroad are required to undergo the procedure for recognition and establishment of equivalency of the educational document.
Such recognition is carried out in accordance with the Procedure for the Recognition of Higher Education Degrees Obtained at Foreign Higher Education Institutions, approved by Order of the Ministry of Education and Science of Ukraine No. 504 of 5 May 2015, registered with the Ministry of Justice of Ukraine on 27 May 2015 under No. 614/27059, as amended by Order of the Ministry of Education and Science of Ukraine No. 784 of 5 September 2022.
Documents for recognition must be submitted to the competent authority within the first month of study by the holder of the foreign educational document.
This requirement does not apply to educational documents submitted by foreign applicants participating in academic mobility programmes or undertaking internships where the award of a qualification or academic degree is not envisaged.
Based on the results of the recognition procedure, Dragomanov Ukrainian State University shall decide either to allow the international student to continue studies at the level determined by the recognition outcome or to terminate the student's enrolment.
If an educational document is found to be non-authentic, Dragomanov Ukrainian State University shall expel the student concerned.
Upon arrival in Ukraine, foreign citizens admitted to the University must obtain a temporary residence permit in Ukraine in accordance with the applicable legislation. All required immigration and residence documents must be completed within the time limits established by law.
DOCUMENTS REQUIRED FOR ADMISSION
Applicants must submit the following documents:
- Application form;
- Consent to the collection and processing of personal data;
- Consent to the video recording and publication of the video recording of the creative entrance examination (for programmes specified in Appendix 1);
- Original* and copy of the educational qualification document on the basis of which admission is sought (with legalization or apostille certification), together with a notarized translation into Ukrainian;
- Original* and copy of the transcript/supplement to the educational qualification document on the basis of which admission is sought, containing information on academic performance in completed subjects (with legalization or apostille certification), together with a notarized translation into Ukrainian;
- Academic transcript issued by a foreign or Ukrainian educational institution (required in cases of transfer or reinstatement from the second year of study onwards);
- Original and copy of a document containing information on the curriculum completed under the previous higher education degree (level), including credits earned, duration of study, and academic performance in individual subjects (if such information is not included in the transcript or diploma supplement). This document is required for admission to Master's degree or postgraduate programmes where the absence of such information prevents the recognition of qualifications;
- Copy of the foreign applicant's passport or a stateless person's identity document, together with a notarized translation into Ukrainian;
- Health insurance policy, unless otherwise provided for by international treaties of Ukraine;
- Six photographs measuring 30 × 40 mm.
* In the case of remote admission, applicants shall send legalized or notarized copies of their educational documents to the University by postal mail. Upon their first entry into Ukraine and after arrival at the University, applicants must personally submit the original documents.
Admission of foreign applicants to higher education programmes is carried out on the basis of documents certifying previously obtained educational levels and degrees and the academic rights to continue education granted by such documents in the country of their origin, taking into account academic performance results that provide the right to continue studies at the next level of higher education, where such requirements are provided for by the legislation of the country that issued the educational qualification document.
Competitive selection of foreign applicants for admission to higher education programmes (except for persons admitted on the same basis as citizens of Ukraine) is conducted on the basis of the results of the entrance examination for international applicants, taking into account the specific requirements of the educational programme (specialty) to which admission is sought.
The score obtained in the entrance examination for international applicants constitutes the basis for the Competitive Score for this category of applicants.
Competitive selection of foreign applicants for admission to Bachelor's degree programmes is based on the results of entrance examinations in the following subjects:
- Mathematics;
- History of Ukraine;
- Language of Instruction;
- Creative Competition (for programmes specified in Appendix 1 to these Admission Rules).
Each examination component is assessed on a scale from 100 to 200 points.
The selection process also takes into account the academic rights granted by the applicant's educational qualification in the country where it was obtained, as well as the applicant's average academic performance where such performance provides eligibility for progression to the next level of higher education under the legislation of the country that issued the educational qualification.
Competitive Score (CS) = (0,4 × S1 + 0,3 × S2 + 0,3 × S3+ 0,1 × CC) / (0,4 + 0,3 + 0,3+ 0,1) ,
where:
S1, S2, S3– scores obtained in the first, second, and third examination subjects;
CC – score obtained in the Creative Competition (for programmes specified in Appendix 1 to these Admission Rules).
Competitive selection of foreign applicants for admission to Master's degree programmes is based on:
- the results of the entrance examination for international applicants (according to the Unified Professional Entrance Examination programme for specialties for which such examination is conducted in Ukraine); or
- the results of a professional entrance examination for programmes specified in Appendix 1;
together with an assessment of proficiency in the Language of Instruction.
Each examination component is assessed on a scale from 100 to 200 points.
The selection process also takes into account the academic rights granted by the applicant's educational qualification in the country where it was obtained, as well as the applicant's average academic performance where such performance provides eligibility for progression to the next level of higher education under the legislation of the country that issued the educational qualification.
Competitive Score (CS) = 0,5 × S1 + 0,5 × S2, where:
S1 – score obtained in the Language of Instruction examination;
S2 – score obtained in the entrance examination or professional entrance examination for programmes specified in Appendix 1 to these Admission Rules.
Competitive selection of foreign applicants for admission to Doctor of Philosophy (PhD) programmes is based on:
- the results of the specialty entrance examination;
- the results of the Language of Instruction examination;
both assessed on a scale from 100 to 200 points.
The selection process also takes into account the academic rights granted by the applicant's educational qualification in the country where it was obtained, as well as the applicant's average academic performance where such performance provides eligibility for progression to the next level of higher education under the legislation of the country that issued the educational qualification.
Competitive Score (CS) = 0,5 × S1 + 0,5 × S2, where:
S1 – score obtained in the Language of Instruction examination;
S2 – score obtained in the specialty entrance examination.
The minimum score required for participation in the competitive selection process is 100 points.
Foreign applicants seeking admission to Master's degree programmes who obtain less than 100 points in the entrance examination shall not be eligible to participate in the competitive selection process at Dragomanov Ukrainian State University.
Competitive admission of foreign citizens and stateless persons is conducted through separate competitions for each specialty (educational programme) and degree level on the basis of the applicant's Competitive Score.
Applicants who, without valid reasons, fail to appear for entrance examinations at the time specified in the examination schedule, applicants whose knowledge has been assessed below the minimum level established by this Appendix, as well as applicants who withdraw their documents after the deadline for submission of documents, shall not be admitted to subsequent entrance examinations or to the competitive selection process.
Retaking entrance examinations is not permitted.
Appeals against the results of entrance examinations conducted by Dragomanov Ukrainian State University shall be considered by the University's Appeals Committee, the composition and procedures of which are approved by order of the Rector.
Foreign applicants arriving in Ukraine to participate in academic mobility programmes or to pursue higher education under educational programmes agreed upon between Ukrainian and foreign higher education institutions shall be admitted in accordance with the contractual obligations of the respective institutions.

Documents Required for Obtaining an Invitation to Study
Applicants must submit the following documents:
1. A personal photograph (minimum resolution 600 × 800 pixels; file size not exceeding 1 MB);
2. A copy of the applicant's international passport (first page) together with a translation into Ukrainian;
3. A copy of the previous educational qualification document (secondary school certificate, Bachelor's degree diploma, or Master's degree diploma) legalized or apostilled and accompanied by a translation into Ukrainian;
4. A copy of the transcript or diploma supplement containing information on academic performance (grades and scores), legalized or apostilled and accompanied by a translation into Ukrainian.

TEMPORARY RESIDENCE PERMIT IN UKRAINE
Countries Requiring a Visa for Entry into Ukraine
Citizens of countries requiring a visa must enter Ukraine with a Type D (D-13) visa, obtained from a diplomatic mission or consular office of Ukraine in their home country on the basis of the University's invitation to study.
Within five working days of arrival at the University, but no later than thirty days before the expiration of the visa, international students must submit their passport and all documents required for obtaining a Temporary Residence Permit in Ukraine (hereinafter referred to as the "Residence Permit") to the Foreign Students Department.
Visa-Free Countries (Azerbaijan, Armenia, Georgia, Moldova, Uzbekistan)
Citizens of visa-free countries may stay in Ukraine for up to 90 days within any 180-day period.
When calculating the permitted period of stay, the previous 180 days are counted backwards from the date of verification. A foreign citizen does not violate immigration regulations if, during the relevant 180-day period, they have stayed in Ukraine for no more than 90 days.
Such applicants must submit their passport and the documents required for obtaining a Residence Permit to the Foreign Students Department within five working days of arrival at the University, but no later than thirty days before the expiration of their permitted stay in Ukraine.
Required Documents
- Passport document with a Type D (D-13) visa (where applicable);
- Notarized Ukrainian translation of the passport page containing personal information;
- Valid health insurance policy covering the entire period of study and issued in Ukraine.
The procedure for issuing, replacing, cancelling, forwarding, withdrawing, returning to the issuing state, invalidating, and destroying Temporary Residence Permits is established by Resolution of the Cabinet of Ministers of Ukraine No. 322 of 25 April 2018.
Foreign citizens who arrive in Ukraine for study purposes and obtain a Residence Permit are considered legally present in Ukraine for the duration of their studies.
Residence Permits are issued to foreign citizens and stateless persons who have reached the age of 16.
The Residence Permit is issued in the form of a card containing a contactless electronic chip.
The Residence Permit serves both as an identity document and as confirmation of the legal grounds for temporary residence in Ukraine.
The validity period of the Residence Permit corresponds to the period of study established by the University's order defining study periods for international students.
Applications for issuance (including replacement of lost or stolen permits) or renewal of Residence Permits must be submitted personally by the foreign citizen or stateless person to a territorial office of the State Migration Service of Ukraine or to an authorized state enterprise operating under its authority.
Documents for obtaining a Residence Permit must be submitted no later than 15 working days before the expiration of the applicant's lawful stay in Ukraine.
Where circumstances arise requiring replacement of a Residence Permit (other than expiry), documents for replacement must be submitted within one month from the date such circumstances occur.
Where the Residence Permit is approaching its expiry date, documents for renewal may be submitted no later than 15 working days before its expiration.
After obtaining the Residence Permit, the student must submit it to the Foreign Students Department (9 Pyrohova Street, Office 134, Kyiv, Ukraine) within three working days for registration of their place of residence in Ukraine.

Admission of foreign applicants to the relevant level of higher education is carried out on the basis of entrance examinations in the designated subjects and the language of instruction, as well as on the academic rights granted by the applicant's educational qualification in the country where it was obtained and the academic performance results that provide eligibility for progression to the next level of higher education under the legislation of the issuing country.
All categories of foreign applicants are enrolled at Ukrainian higher education institutions on the basis of official enrolment orders.
Confirmation of enrolment may be provided through a certificate generated by the Unified State Electronic Database on Education (EDEBO).
DURATION OF STUDIES
- Preparatory Department – 9 months;
- Bachelor's Degree Programme – 3 years 10 months;
- Master's Degree Programme – 1 year 4 months – 1 year 10 months (following a Bachelor's degree);
- Doctor of Philosophy (PhD) Programme - 4 years (upon completion of a Master's degree);
- Doctor of Sciences Programme - 3 years (upon completion of a Candidate of Sciences degree).
