Admission Guidelines for International Students and Stateless Persons to Dragomanov Ukrainian State University for the 2025–2026 Academic Year

     Admission of international students and stateless persons to Dragomanov Ukrainian State University is carried out in accordance with the Laws of Ukraine “On Higher Education”, “On the Legal Status of Foreigners and Stateless Persons”, “On Foreign Ukrainians”, “On Refugees and Persons in Need of Additional or Temporary Protection”, “On Establishing Additional Legal and Social Guarantees for Citizens of the Republic of Poland Residing in Ukraine”; Resolution of the Cabinet of Ministers of Ukraine No. 729 dated September 12, 2018 “On Access to Higher Education for Certain Categories of Persons”; Procedure for Admission to Vocational, Pre-Tertiary, and Higher Education Institutions of Ukraine and the Training (Internship) of Foreigners and Stateless Persons Using the Unified State Interagency Information System (approved by Resolution of the Cabinet of Ministers of Ukraine No. 758 dated June 28, 2024); Order of the Ministry of Education and Science of Ukraine No. 1541 dated November 1, 2013 “On Some Issues of Admission and Study (Internship) of Foreigners and Stateless Persons”, and Order No. 1498 dated December 2, 2019 “On Approval of the Procedure for Establishing Quotas for Higher Education for Foreigners and Stateless Persons under State Order Based on International Agreements of Ukraine”.

    Citizens of the Russian Federation, the Islamic Republic of Iran, the Republic of Belarus, and the Democratic People’s Republic of Korea who do not hold a permanent residence permit in Ukraine may be admitted to study only with special permission from the Ministry of Education and Science of Ukraine.

    Foreigners and stateless persons who have applied for refugee status, or those seeking protection in Ukraine and holding a certificate of application for protection (hereinafter – foreigners), may pursue higher education on the basis of private or institutional funding, unless otherwise specified by international treaties of Ukraine (ratified by the Verkhovna Rada), national legislation, or agreements on international academic mobility between higher education institutions.

    Admission of foreigners and stateless persons — including foreign Ukrainians permanently residing in Ukraine, citizens of the Republic of Poland, refugees, and persons in need of additional protection — to state-funded study places is carried out according to Section III, Clause 6 of the Admission Regulations. Other categories of foreigners may be admitted to state-funded programs within the quotas established for international students.

    Admission for higher education is carried out only to accredited academic programs. The University may also admit foreigners to: preparatory programs (preparatory faculty or department), state language and/or language of instruction courses, postgraduate education programs, professional development programs, and internship programs.

    Admission of foreign applicants may be conducted in person and/or remotely. Enrollment is carried out using the Unified State Interagency Information System of Ukraine for foreigners and stateless persons who wish to study at vocational, pre-tertiary, and higher education institutions (hereinafter referred to as the “Unified System”).

    The validity of an electronic invitation to study, issued via the Unified System, is no more than six months from the date it is signed with the University's qualified electronic seal.

    An invitation issued through the Automated System “Electronic Journal”, operated by a state-owned enterprise authorized by the Ministry of Education and Science of Ukraine, remains valid until April 1, 2025, inclusive.

Foreigners are eligible to participate in remote admission if they:

  • have received an electronic invitation to study;
  • have received an information and consultation service package (in case the invitation was issued via the Electronic Journal system);
  • and have completed the legalization of their educational documents in the country of issuance, including: legalization by the Ministry of Foreign Affairs of the country that issued the document; and consular legalization or apostille from a Ukrainian diplomatic mission abroad.

    To organize remote admission to higher education programs, preparatory courses, state language and/or language of instruction courses, postgraduate education, advanced training, or internships, Dragomanov Ukrainian State University and/or its partner organization will conduct identity verification and entrance examinations in remote format with video recording, including screen capture of the applicant’s device.

    To ensure proper organization, the University signs a partnership agreement with a local organization (in the applicant's country of residence). The agreement covers identity verification; verification of original documents; collection of applications in electronic form; provision of facilities and equipment for remote consultations and examinations. The video recordings of entrance exams are submitted to Dragomanov Ukrainian State University and stored for five years. A link to each recording is entered into the Unified State Electronic Education Database (EDEBO).

    In case of remote admission, the applicant must send legalized or notarized copies of their educational documents to the University by post. After crossing the border into Ukraine and arriving at the University, the student must submit the original documents in person.

    Full-time international students are provided with accommodation in student dormitories.

    Foreigners receiving state scholarships under international treaties, national programs, or other international commitments of Ukraine are admitted within established quotas based on referrals from the Ministry of Education and Science of Ukraine.

    Foreign nationals arriving in Ukraine as part of academic mobility programs or to study in joint educational programs between Ukrainian and foreign higher education institutions are admitted in accordance with the terms of the relevant agreements.

    Foreigners and stateless persons, including foreign Ukrainians who permanently reside in Ukraine, recognized refugees, and persons in need of additional protection, have the right to receive higher education on equal terms with Ukrainian citizens, including at the expense of the state or local budget, except as otherwise provided by the Constitution of Ukraine, Ukrainian legislation, or international treaties ratified by the Verkhovna Rada of Ukraine.

    Foreign Ukrainians holding a Foreign Ukrainian ID (except those who permanently reside in Ukraine) may be admitted to state-funded places within quotas, based on entrance exams for foreigners as specified in the Admission Rules.

 

Admission of foreign applicants funded by individuals or legal entities is carried out within the following deadlines:

1. By November 1for programs leading to the degrees of Bachelor, Master, or Doctor of Philosophy / Doctor of Arts (Assistantship–Internship).

2. Throughout the yearfor enrollment in preparatory programs (preparatory department/faculty).

 

University Requirements for International Applicants

Foreign nationals and stateless persons applying to Dragomanov Ukrainian State University must meet the requirements of Ukrainian legislation regarding the admission of foreigners, as well as the University’s internal Admission Rules.

They may be admitted based on:

  • a valid document confirming completion of the previous education level (granting the right to further study);
  • successful results of entrance exams;
  • and compliance with application deadlines.

Foreign applicants can be admitted to preparatory programs to study the state language and/or language of instruction if they hold a complete general secondary education diploma (obtained outside Ukraine) or a similar qualification granting access to higher education. Upon successful completion, they receive an official certificate of completion.

To enroll in:

  • a Bachelor’s degree program – candidates must have completed general secondary education or hold a “Junior Specialist” qualification;
  • a Master’s degree program – candidates must hold a Bachelor’s or Specialist degree.

Admission to upper years (2nd year and above) is possible within vacant licensed capacities in the respective field of study.

The University also allows transfers and reinstatements of international students to upper years under its internal regulations, within available licensed quotas. Reinstatement is generally allowed during examination sessions or academic breaks (summer or winter). Transfers from other Ukrainian universities are possible with mutual consent of both institutions.

⚠️ Note: Applications for transfer or reinstatement to the 1st year of Bachelor’s or Master’s programs are not accepted.

Entrance exams for foreigners are conducted by subject-specific examination committees using modern communication technologies.

    Enrollment is based on the results of the entrance exam (interview) for foreigners, conducted either in-person or online. Exam results are graded on a 100–200 scale per subject, as per Annex 15 of the University’s Admission Rules.

    Admission funded by individuals or legal entities is based on a recommendation from the University Admission Committee, following entrance exam results.

    When admitting individuals who submit a diploma or degree earned abroad, it is mandatory to complete the recognition and equivalence procedure for the submitted educational document. This process is carried out in accordance with the: Procedure for the Recognition of Higher Education Degrees Obtained in Foreign Higher Education Institutions, approved by the Order of the Ministry of Education and Science of Ukraine No. 504 dated May 5, 2015, and registered with the Ministry of Justice of Ukraine on May 27, 2015 under No. 614/27059, as amended by Order No. 784 dated September 5, 2022.

📌 The documents must be submitted for recognition to the authorized body within the first month of the student’s enrollment.

    This requirement does not apply to foreign nationals participating in academic mobility programs or undergoing internships, provided that these programs do not lead to the awarding of degrees or qualifications.

    Based on the results of the recognition procedure, Dragomanov Ukrainian State University will make a decision to either: continue the applicant’s studies at the level determined by the recognition results, or terminate the enrollment of the applicant in case of significant discrepancy or non-equivalence.

    If it is established that the submitted educational document is not authentic, the University will expel the student.

    After arriving in Ukraine, foreign citizens admitted to the University must apply for a temporary residence permit in accordance with Ukrainian law.

📌 All documents for the residence permit must be submitted and processed within the timeframe specified by current legislation.

 

Required Documents for Admission

To apply for admission, applicants must submit the following original documents:

  • A completed application form;
  • The original* and a copy of the document confirming the previously obtained educational (educational-qualification) level, based on which the admission is carried out (with legalization or apostille) and a notarized translation into Ukrainian;
  • The original* and a copy of the academic transcript (supplement to the education document), containing information on academic performance in studied subjects (also with legalization or apostille) and a notarized translation into Ukrainian;
  • An academic certificate issued by a foreign or Ukrainian educational institution (required in case of transfer or reinstatement starting from the second year);
  • The original* and a copy of a document containing information about the curriculum content for the previous higher education level (courses studied, earned credits, duration of study, academic performance) — if this information is not included in the transcript; required for admission to Master’s or postgraduate programs, if such information is essential for recognition of qualifications;
  • A copy of the passport (or stateless person ID), with a notarized translation into Ukrainian;
  • A valid health insurance policy (unless otherwise provided by international agreements);
  • Six photos (30×40 mm);
  • A copy of Foreign Ukrainian ID (if applicable).

📌 In the case of remote admission, legalized or notarized copies of the above-mentioned educational documents must be sent by post. Upon arrival in Ukraine and to the University, the original documents must be submitted in person.

 

How to Receive an Invitation to Study

Invitations to study and the admission process are carried out exclusively through the Unified State Interagency Information System:

Documents Required to Request an Invitation:

  • A passport-style photo (min. resolution 600×800 px, max file size 1 MB);
  • A photo of the international passport (first page) with a translation into Ukrainian;
  • Copy of the educational document (high school certificate, Bachelor’s or Master’s diploma) with apostille/legalization and translation into Ukrainian;
  • Copy of the transcript with academic performance, also apostilled/legalized and translated into Ukrainian.

Temporary Residence Permit in Ukraine

For countries with visa-required entry:

Citizens of countries with visa-required entry to Ukraine must arrive with a Type D (D-13) visa, issued by a Ukrainian consulate in their home country based on a university-issued invitation to study.

Within five working days after arriving at the University — and no later than 30 days before the visa expires — students must submit their passport and the required documents to the International Students Department to apply for a Temporary Residence Permit (hereinafter – the “Permit”).

For countries with visa-free entry (e.g. Azerbaijan, Armenia, Georgia, Moldova, Uzbekistan):

Citizens of visa-free countries may stay in Ukraine for up to 90 days within any 180-day period. The 180-day window is calculated by counting back from the date of submission of documents.

Foreigners do not violate immigration rules if they have not exceeded 90 days of stay during that 180-day period.

These students must also submit their passports and required documents to the International Students Department of Dragomanov Ukrainian State University within five working days of arrival, and no later than 30 days before the end of their permitted stay.

 

Required Documents for the Residence Permit:

  • Passport with a type D (D-13) visa;
  • Ukrainian translation of the passport page with personal data, notarized in Ukraine;
  • Valid health insurance policy for the duration of studies (purchased in Ukraine).

The procedure for issuance, renewal, replacement, cancellation, transfer, return, invalidation, and destruction of the temporary residence permit is regulated by Cabinet of Ministers Resolution No. 322, dated April 25, 2018.

Foreign nationals who enter Ukraine for study purposes and obtain a residence permit are considered to be legally residing in Ukraine for the duration of their studies.

Permits are issued to foreigners and stateless persons aged 16 years and older and are produced in the form of a plastic ID card with a contactless electronic chip.

The permit serves as an official identity document for a foreign citizen or stateless person and confirms their legal grounds for temporary residence in Ukraine. The validity period of the permit corresponds to the period of study, as specified in the University's official order.

Documents for issuing (or replacing a lost/stolen permit) or renewing a residence permit must be submitted in person to: A state enterprise under the jurisdiction of the State Migration Service of Ukraine, or A local territorial office of the State Migration Service based on the place of registration.

📌 Documents must be submitted no later than 15 working days before the legal stay in Ukraine expires.

If there are reasons requiring early replacement of the permit (other than expiration), the documents must be submitted within one month of the event or circumstance that caused the need for replacement.

If the residence permit is expiring, renewal documents may be submitted no later than 15 working days before the expiration date. In this case, the old permit remains with the applicant until the new one is issued and must be returned upon receipt of the new permit.

After receiving the residence permit, the student must submit it to the International Students Department within three working days to complete registration of their place of residence in Ukraine:

Enrollment of international students into the relevant level of higher education is carried out based on the results of entrance examinations for foreigners in specified subjects and the language of instruction, as well as on the basis of the applicant’s academic rights to continue education, granted by the educational qualification document obtained in their country of origin. Consideration is also given to the academic performance scores that allow progression to the next level of higher education in accordance with the legislation of the country that issued the diploma (degree).

All categories of international students applying for admission are enrolled in higher education institutions in Ukraine based on official enrollment orders. Confirmation of student status may be provided by a certificate generated through the Unified State Electronic Education Database (EDEBO).

  • Bachelor’s degree – 3 years and 10 months
  • Master’s degree – 1 year 4 months to 1 year 10 months (after Bachelor’s)
  • PhD (Doctor of Philosophy) – 4 years (with a Master’s degree)
  • Doctor of Science – 3 years (with a PhD degree)
