Department Activities
Purpose, Tasks, and Functions of the Department
1.1. The purpose of the Department's activities is to promote educational services offered by the University to foreign citizens and to engage in organizational work related to the admission, education, and stay of foreign citizens in the University and within the territory of Ukraine.
1.2. In accordance with the purpose, the Department accomplishes the following main tasks: organizing the attraction of foreign citizens for studies at the university; coordinating the efforts of structural units in organizing the admission of foreign students; maintaining the regulatory documentation prescribed by the current legislation and normative-legal documents of the Ministry of Education and Science of Ukraine; creating suitable conditions for the stay and education of foreign students.
1.3. The Department is responsible for the following duties:
- Organizing the selection of foreign applicants for admission;
- Conducting a preliminary analysis of applicants' documents;
- Processing, registering, storing, and issuing invitations for foreign citizens to study;
- Assisting in providing visa support for foreign citizens and stateless individuals to obtain entry visas;
- Ensuring the legal stay of foreigners and stateless persons in Ukraine;
- Organizing seminars and informational campaigns for foreign applicants;
- Collaborating with the State Border Guard Service of Ukraine and the State Migration Service of Ukraine on issues related to the crossing of the state border by foreign applicants;
- Coordinating the organizational and methodological work of University structural units involved in providing educational services to foreign students;
- Drafting orders for the enrollment of foreign citizens in studies;
- Preparing necessary documents for entrance examinations and interviews in accordance with the Admission Rules of the Dragomanov Ukrainian State University;
- Compiling information on the movement of the contingent of foreign students;
- Preparing, within the competence, responses to letters and requests from state law enforcement agencies, Embassies, and Consulates of foreign states regarding the admission and education of foreign students;
- Ensuring the proper issuance of higher education diplomas issued by Dragomanov Ukrainian State University and submitting them for legalization to the Ministry of Education and Science of Ukraine and the Ministry of Foreign Affairs of Ukraine;
- Compiling and submitting a document package for registration with the State Migration Service of Ukraine in Kyiv and the Kyiv region, obtaining a temporary residence permit in Ukraine, deregistration, departure from Ukraine based on orders for admission to studies, expulsion from the University, transfer from other educational institutions in Ukraine, etc.;
- Maintaining regular contacts with foreign students of the University, collecting information and feedback to improve the educational process and living conditions in Ukraine;
- Managing documentation following the file classification.
